Congress already has severely hampered the ability of states to create a level playing field for commerce by temporarily banning state and local taxes on Internet services. Now, Sens. Tom Carper, a Delaware Democrat, and Lamar Alexander, a Tennessee Republican, have introduced a bill to make the ban permanent.
The temporary ban, passed in 1998, was meant to foster widespread access to the Internet. A permanent ban, however, would create a serious permanent disadvantage for businesses that have a physical presence in communities, that employ local residents and contribute to public safety, education, health and welfare by paying taxes.See the full content of this document
