PETERSBURG -- Petersburg city officials never formally voted on purchasing the Petersburg Generals baseball team, and the team operated for years without transparency and without specific budget appropriations by the city, according to a city document.

However, none of the issues involved with the operations of the Petersburg Generals rose to a level of criminal wrongdoing, according to a probe by a special prosecutor, the State Police, the FBI and the Auditor of Public Accounts.

"This went through four investigative agencies, which concluded that there was no criminal wrongdoing," said Joanne Williams, spokeswoman for the City of Petersburg.

The investigations were prompted by a confidential report by former City Attorney Robert Dawson last year, which had raised questions about the legality of the purchase and the operations of the team.
