HOPEWELL -- The city of Hopewell is one major step closer to relocating the primary wastewater treatment plant. On Tuesday, City Council voted to issue water and sewer system treatment bonds in the estimated amount of $30 million.

The $30 million is payable with two separate revenue bonds. In phase one, the city will borrow $17.5 to $18 million by the end of this year, which is the cap on debt issued in 2009. The remaining balance will be borrowed in 2010, which marks phase two.
