Volatile weather has made for a difficult holiday travel season thus far, but problems have not sunk to the level experienced by thousands of air travelers during the 2006 Christmas season. Congress, having failed to mandate airlines' responsibility toward their customers after the December 2006 chaos, owes travelers a late present when it convenes in January.

A few days after Christmas in 2006, more than 13,000 passengers were stranded on airplanes for up to 11 hours when a major storm disrupted air traffic nationwide.
